cross hotbar skill lag

For the past week or so, I've been having trouble with skills registering when I use them. This is especially troublesome on my main class: MNK. Here's an example: I use bootshine and then true strike takes a second or 2 to light up. Anyone who is familiar with this class can see how this is a problem, but I'll explain to those who don't play the monk class. In order to use an ability like true strike, it has to be lit up on the hotbar. Abilities need to be used in a certain order because of forms.. Blah blah.. Greased lightning..you get the idea.

I'm on a ps3 and use wifi, but I've never had this problem consistently until recently. My connection is strong on all my devices. I do play on the primal data center so could this be the problem?
