BLM (Most likely PvP gear, you can also see the staff handle near their left leg, it's just hard to see due to the staff handle being black and the goblin vehicle's tire being dark).

Instead to speculate what class she is, why not speculate what gear she wear?
I say crafted vanity gear

I will be royally upset if male chars don't get a tutu when they equip that gear as well....

In the dagger thread, the miqote wielding the "dagger" was wearing that costume as well, and I thought they were male.
