Help options disabled on login, un- and recheck needed to correct

Time: Since I started playing, about 30 days ago (This issue has been around longer, I have seen threads about this on other forums)
Frequency:Always upon relogin of the character, not just a client restart
World name:Any
Character name:Any
NPC name:N/A
Monster name:N/A
Class/Level:Any
Party or solo:Any
In-game time:Any
Area and coordinates:N/A
Steps:
1.boot to the character select screen
2.Login
3.normal behavior is that you will get small tooltips when hovering over circles on your minimap, main map, hunting log items and similar items
4.if these tooltips do not appear, go to character options, User Interface, and then under the help section, uncheck and recheck any items you have selected. In my client, I have the first three options checked always. You only need to uncheck and recheck them, then hit apply. An apply is not needed between the toggle.
5. after hitting apply, the tooltips work as intended
