Longer loading times in an instance after a disconnect (since 2.16)

Steps:
1. I enter an instance.
2. I disconnect while inside.
3. Upon reentry is when I experience the longer loading times.

I have submitted this as a bug report because I have gone through the whole 9 yards of PC maintenance several times now and still experience this issue. It's also only been happening since patch 2.16 and only under certain circumstances.

It only ever happens if the PC is disconnected while inside an instance. The only two (temporary) solutions I've found is to exit and re-enter the instance, or to restart the PC. Only restarting the client has NOT worked yet (assuming your character is still inside the instance).

My ISP is one of the worst so my internet goes out at least once every raid night. The other tank in my raid group has also experienced this but the others haven't as they don't have internet issues. If there was any other ISP in the area I'd switch but unfortunately not the case.
