Please implement a "wisp per hour limit" (server side) to block gils spamer

I wonder why it's not done yet.
Something like : Not allow to wisp more than 10 (or 20) complete strangers (people who are not in your LS, Guild or friend and who does not wisp you first) per hour and per account.


I don't see any legit activity where you need to wisp more than 10/20 complete strangers per hour.
