Make User Interface Save Separately for Summoners and Scholars

My main job is Summoner and I just unlocked Scholar. After configuring my new UI set up for Scholar I noticed something weird when I swapped back to my main. It appears that the horizontal hotbars, 1-6, are saved individually for each class/job but for some reason the vertical hotbars, 7-10, aren't and are universal across (at least for Summoner and Scholar). This is quite annoying as I don't need Ifrit (HB 10) on my Scholar hotbar UI and eventually will need it for something else. Is there a setting I'm missing to prevent this or is this a design under-sight? If it is an under-sight, Devs, please change this so each class/job can have it's own individually saved UI. I do like how the game auto-populates some of your UI from other classes/jobs when you get a new one, but the UIs shouldn't stay attached!

You can set in the hotbar configuration menu which bars are shared and not shared between jobs.
