[Suggestion] Allow us to add a comment to blacklist entries

Basically, I just want a way to be able to distinguish between people I blacklisted for RMT advertising and people I blacklisted for being obnoxious trolls, because I'll eventually remove the former from my blacklist when it gets full, but I don't ever want to remove people who are in the latter category. Other games accomplish this by allowing players to add a comment to individual blacklist entries, but some way of adding a mark, tag, or category would also work.

Additionally, such a note/category system would aid in tracking down RMT that might not have been reported, since a lot of people are too lazy to report people after they blacklist them. If, at the time of blacklisting, we are allowed to add a comment or category as to the reason for blacklisting, this could be used to generate reports of what characters were used for RMT purposes.
