Load times after disconnect in dungeon

Time: February 21, 2014, After Patch 2.16
Frequency: Multiple

In-game time: N/A
Steps:
1. While in a dungeon, get disconnected (error 90000 or other DCs)
2. Log back into the game like normal
3. The loading screen takes a REALLY long time (3 minutes or so)
4. Everytime you have to load your character (rezzing, return to start point) the load times take just as long
5. When you exit the dungeon, the load times return to normal
