Controller unable to rotate camera with menu open

Steps:
With a controller (i'm on PC), I am unable to rotate the camera around with the right thumb stick whenever I have these menu systems open;

Journal
Fishing Log
Duty Finder

I checked with all the other menus, and it seems to be isolated to the above three. It seems like the right thumb stick is locked to operate the menu (ie; scrolling through text), but it never used to work this way. It's a bit cumbersome when traveling to a destination (like in Beastmen dailies) and trying to access the journal map for a quest to find your way there.
