Round Target Settings on Controller

Why use Left stick to move around the round target settings (For example: Sacred Soil).
I primarily use the left stick for movement so casting this new feature seems to be useless when castings spells while moving.
Why not use the right stick? Maybe a combination with L1/L2/R1/R2 buttons. Or is there a setting that I seem to miss?

Also there seems to be approx 1 second delay when casting Sacred Soil. Before patch, I can cast Sacred Soil and immediately press X assuming I'm spamming sacred soil in that specific location. But since patch, I can't do that anymore. I have to wait almost 1 second before I can cast Sacred Soil.
