Know this has probably been addressed somewhere but i cant find it, If u pre order the CE for ps4, any way to transfer the bonus items to your pc account instead?

Are you trying to use a preorder code and then cancel your preorder to get the items for free? That's what your question looks like, and this type of behaviour is why Amazon holds back preorder codes now.
If you plan on owning both ps4 and PC versions then the items will be on both systems. If you don't register your ps4 copy of the game you won't be able to use preorder codes to get items. -

All of the PS4 preorder/CE bonuses will be given to PC/PS3 CE owners the day of release. If you didn't already get a CE for PC then you'll need to upgrade your account on Mogstation to get them.

Unless you have two separate accounts, the same items will be accessible from PC, PS3, and PS4 so long as you have the required version of the game registered to your account. As an example, I have the PC and PS3 versions of the game currently. My PC was a Standard edition while the PS3 was the Collector's Edition. On either client, I have access to all of the items and abilities. My wife has her account set up the exact opposite (PC CE; PS3 Standard) and is also able to access everything.
So long as you have any PC version set up on your account and then register the PS4, you will have access to the Collector's Edition items. -
