Ifrit Hardmode unable to be accessed/attuned too/unlocked. (Relic Quest chain)

Alright, so I've read all the guides I can find and all they tell me is "once you've completed the story quests", "after finishing the story line".
Well here's the deal.
I have the mount to prove I've killed Ultima via storyline, and I've completed the storyline quests minus the ones about moving Minfillia's crew to Mor dohna.

Do I need to finish those extra story quests too?

- I've checked Vespers Bay for an unlock quest, no quest shows up. No old ones, new ones, or anything, the map for Vespers Bay area is crystal clear.

- I've tried running to the crystal that I have to attune to, there's no interactions available for me

- Yes, my relic quest is on Ifrit HM part

- No, Ifrit HM is not on my duty list.

- Relic quest does not give any information on where or how to unlock Ifrit HM, just says to do it.

You have to have it on the Duty List first. The relic quest is not what gives you the Ifrit HM battle. It is additional quests in the HQ of the Scions. Do those first and get it on the Duty Finder and then you can do it for your relic.

The quest is not on the main map of Vesper Bay, it's underground from Urianger near Minfilia's office.
