Graphics Stuttering out of nowhere
I've been running on my current setup for 3 months now.

I had recently upgraded to my current card from a GTX 460. I've never had any problems before now with FFXIV and lag/stuttering or even crashing. Suddenly three days ago this stuttering starts. It normally starts when I'm in large areas or around a lot of people. Even if nobody is moving it continues. I can even go to a small area like a FC House and it will still continue.

You can see where the stuttering starts on the GPU monitor. It just starts to randomly drop and rise.
I've tried completely uninstalling my driver, re installing, tried different drivers (I hadn't updated my drivers or anything when this problem started).
All in all I'm getting pretty frustrated. I have no idea what is causing this. I should also mention this happens even when the games settings are all on low.
*Edit* Further testing has shown that this is happening in other games as well. *sigh*
