Fell down from Hawker's Alley onto the ocean. Was seen by a friend. Attempted to log out and log back in to see if my character could get out without using teleport or return - no success.

How exactly you do this so it can be recreated? I been trying to learn how but it seems to do with the connection speed/loading the client. Need to see screenshot from where exactly you fell from toget there.
