Your character will be accessible, with all the crap, in beta. You wont be in beta servers, just the software will be in beta, so some glitches may occur. I would say it's pretty safe to assume that it'll run pretty damn well, considering Japan is more than eagerly anticipating this game on PS4.
New character for beta phase 1, use existing characters for beta phase 2. The latest info on ps4 beta is at the Lodestone.
