East Shroud, Mysterious FPS Lag?

I've noticed (Since 2-3 days ago) I've been getting weird lag in East Shroud. Anywhere I go on the map...

It seems like it's FPS lag cause the camera and my character go weird and look like it's being all choppy but when I look at my FPS it's still a solid 60...

It doesn't stay like this but it comes and goes randomly while I'm in this map... I haven't noticed it on any other map at all which is really weird.

Does anyone else have this problem or something similar?

I play on all Ultra and no, turning down any and all visual settings don't change. Still happens.

FPS stays solid 60 with cap on and solid 100+ with cap off but feels like its running at like 15-30...
