So what is the point of this skill? Is there any use to this in endgame? It even has this debuff that makes it impossible to rotate apocastastasis, like devs thought that it would be op like with virus or something. Maybe it is useful in ifrit?

It's the best skill in the game.
Anyone who disagrees should be shot out of a cannon into the sun.
Can be useful in Ifrit EM, as it reduces the main spike damage the tanks take. At the least you can throw it on before "cars" to let the healers move more freely. It can can also be useful in Turn 5, Liquid Hells.
Sadly though, even in those two examples, it rarely saves the day and the content is certainly not balanced around having an Apocatastasis user. It's more for trying to add mitigation if you wanna help the healers out, usually at a slight DPS loss to yourself.
It's not a bad skill to use on someone during the conflag phase on Twin. I mostly use it if someone has res sickness going into conflag phase if the group they are standing in gets fireball, but in all honesty that is the only time I really ever use it. For the most part it's a pretty useless skill.
As a BLM, I've found that it feels very helpful to toss on the tank (or should the tank be full health, maybe on a healer) in Titan hard. I try to time it so that it'll be up during a mountain buster, right before tumults.
Remember, the more damage that's mitigated, the less work the healers have to do to keep everybody alive, and that's a good thing.
That's my problem. How on Earth am I supposed to know what kind of attack it is? If it is not a big fat flash, I could not say it's lightning damage. In the end, all attacks cause damage..how do you guys make the difference? Does Titan only use earth attacks? How do you know? So far I did not use this spell even for once because I never know if it is worth my time or not.
Take for example the Garuda weapon. If I recall correctly it has a lot of points for Wind resistance. I made the fight again using this weapon but I couldn't really tell a difference to a weapon without the resistance effect. When I received dmg, it was still in the same range. So I am clueless about when to use this skill.
The entire elemental resist/damage thing in this game is wonky. Pretty much a useless aspect of the game in its current state right down to elemental materia.
