I finished the first chapter on the nov event but now I can't pick up chapter two no matter what I do, is it broken?

Did you read the event page? It's happening exactly like it did the first time. You have to wait a few days for each part to open.

I saw the last part is level 45. I am only level 41 now. Is the level 45 reward the armor for the "Body"? If so, I better hurry

Yes, but you have 3 weeks to get 4 level, it's not that hard.

Yes, the final piece is the body.

Make sure to do your dailies, hunting log and any FATEs you happen to come across for fast EXP!
Your hunting log is a HUGE boost that takes a short amount of time.
