Hey ive been playing on pc for awhile now and i was thinking about getting a copy for the ps4 cuz i heard there was faster load up time and some other stuff i could get with it im just wondering if i'll be able to go out and get it and i'll be able to use the same character

Yes. As long as you use the same SE Service Account. The PS3/PS4 game client will tie to your PSN/SEN ID, which will tie to your SE Service Account.
