Main quest: Influencing Inquisitors - unable to interact with key-NPC

Steps:
I start the quest (influencing inquisitors). As stated on my quest journal I have to "question the people of Whitebrim Front". I interact with 3 of the npcs involved. Unfortunately the last one, Joellaut, doesn't have the quest mark over his head, and I can't talk to him, which makes me unable to complete the quest

I know that this is the third time I write about this bug and that you have been investigating the matter. I am also aware that you performed a maintenance in coehertas area on february2nd, but nothing changed. I checked the quest on the same date after maintenance and it was still bugged.
The problem is, being a main quest, I cannot proceed with the story and unlock all the end game features (I.e. Dungeons, quests etc) - which badly affects my gaming experience.

I do hope you'll be able to solve this matter as soon as possible since it's getting frustrating for me not being able to proceed further in the game as well as for you that are dealing with the same problem over and over again (which I'm sorry about)

I likewise am having the same problem and have reported it a few times :/ It's getting quite frustrating as i'm lvl50 now but unable to unlock any of the later dungeons to join my FC and friends orz.

I am sorry to hear you are having trouble with the Influencing Inquisitors quest and that you are having problems progressing in the game because of a quest npc not interacting properly.
