Character moving in "Slow Motion" (no SLI)

Hi all! I looked through the threads to see if there was anything that would help to no avail. If this is a repeat, please post a link to where I can find more info :)

This morning I noticed my character moving in slow motion when I logged on. The running animation, but slowed down to about half the speed. When I 'jump' I am in the air for about 2 seconds. I tried restarting the application as well as resetting my internet connection. This is apparent on all player controlled characters.

I also tried num/, and the walking animation is slowed down as well.

Monsters appear to me moving at regular speed, but it is hard for me to tell. (never really paid attention...)

Frames per second are normal at 60+ fps


I am running
NvidiaGeforce GTX 780 (drivers updated after i had this issue today in hopes of fixing it to 332.21)
Intel Core i7-3770K @3.5 GHz
16 GB Ram
Windows 7 Professional
