Yup it is!

All PS3 users can upgrade to the PS4 version for free, as far as I know. Has anything changed ?

Is the mount and minion only available for the PS4 pre-orders? I don;t know the details, but I'm hoping its not since I don't own a PS4 and have the Digital Collectors Edition Upgrade on the PC >.< I really want that mount but feel like us PC users/PS3 users won't be able to obtain it :(

All current CE owners will get the new bonus items as well when PS4 version launches.

As covered in the live letter, if you already own the CE and have the code on your mogstation, you will get the Fat Chocobo and moogle minion on April 14th, even if you do not purchase the PS4 CE

The mount and minion will be given to all current collectors edition owners regardless of when and what platform they bought it for. Yoshida confirmed this in the latest live letter.
