World Transfers: Legacy > Non-Legacy clarification question

It was announced that World Transfers would be available after 6 months (clarification edit): from legacy to non-legacy servers. Is that from the start of the service which was sometime in October if I recall right, or from the start of the game?

Would we see these available in March (Oct - Mar = 6mo.) or would it be more like in April/May?

The game actually came out in late September. so it should be the end of Feb - early March. I'm more curious as to whether they meant 6 months after the start of ARR service or 6 months after the live letter announcement. (Which would be sometime in late July or early August.)

Yeah that's what I'm wondering... I'd kinda like to move off my server to a Japanese non-legacy server. I don't want all the effort I've put in my char to go down to toilet and start from nothing again T-T;
