ARC quest lv15 "Topaz Teachings" Unable to interact with NPC

Area and coordinates: Limsa Lominsa Arcanist guild trainning floor (X:4 Y:11)
Steps:
No one seems to be able to speak with him. Needed for progress in ARC questline. Have tried logging off and switching classes and equipment, etc but nothing happen. Spoke to several other ARCs in the area that were stuck on this step as well.
