Game Data Recovery (GDR) troubles.

support told me to post for this issue as well as to contact a GM. This is the only place I can post so I apologize if it's misplaced. Had a character leveled to 50 on all jobs besides Arcanist and fisher.
Hacked- 9/13/2013
Approved for Game Data Recovery - 9/17/2013
GDR performed- 12/20/2013
Called SE support weekly between approval and GDR to confirm details. They repeatedly assured me that the characters, retainers, and quests would be restored to the same date. The retainers and quests were not restored at all. I contacted support and they apologized and reapplied me for GDR.
Retainers restored - 1/23/2014 is when I noticed.
Quests were not restored and the retainers were restored to 1 month before the character was restored to. As a result I have lost my class quest i55 DoH tools & stardust rod zenith which were on retainers at the time of hack but not when they were restored to. I cannot reobtain these because quests were not reset as I was assured they would be.
