What is the points of this NPC in Limsa Lominsa in front of the task board? He tells my character random things depending on the rank/class I am currently on. On one he will basically tell me to stop talking to him, on another he will tell a story about the founding of Limsa Lominsa, and finally he will tell me to go to Gridania if I want more information about leatherworking. So weird!

I think the point of him is to give you a hint about the class you currently are. He's right at the start of the game.
I've never seen him before today. He only tells you to go to Gridania if you are a medium level leatherworker.
Most NPCs in the adventurers guilds will say something different if you are currently the same class as them.... directing you where the main guild is
