lv 40 Main Quest: Influencing Inquisitors - unable to interact with key-NPC

Area NPC is located: Whitebrim Front 13x 15y
Quest Name: Influencing Inquisitors

I've already posted a thread about this bug, but even after the maintenance, on the task ""question the people of Whitebrim Front", the quest mark doesn't appear over the NPC Joellaut, so I can't talk to him and finish the quest.
