Does city tax ever change?

Because I swear it's been sitting at 5% since forever (on my server anyways).

No. You are taxed when selling via retainers. You are also taxed/charged when buying from a retainer that isn't located in your current city.

Yes. I've seen it get reduced, but never seen it increased. Usually happens in Limsa Lominsa from my experiences, with a 3% tax instead of the usual 5%. Keep in mind that your Retainer needs to be dispatched to said city's markets by speaking to the Retainer Vocate over there.

Yes, it get reduced sometimes.
If in a city are less retainers than in the other cities, then the taxes get reduced.
The NPC in the market street explain it. The NPC can also register your retainer to another city.

It would be more noticeable if the city markets are separate and everyone would sell in ul'dah ^^

Cities occasionally have tax holidays, where fees are reduced for retainers in that city.
