Influencing Inquisitors - unable to interact with key-NPC

Steps:
I start the quest (influencing inquisitors).As stated on my quest journal I have to "question the people of Whitebrim Front". I start talking to the other 3 npc, but the last one, Joellaut, doesn't have the quest mark over his head, and I can't talk to him, which makes me unable to complete the quest
I've been trying for three days, I've tried loggin out and re-entering the game, but it still doesn't work.

Connection Specs
I'm using a WiFi Connection (speed 100mps) and my Ps3 is a Super Slim (500GB), at the moment i can't be more accurate.
