Vote Kick/Leave Dungeon is really messing up my game

I don't come to the forums often but I feel like this needs to be said if it hasn't already: the vote kick feature not kicking in for 5 minutes doesn't make sense. Guildhests don't even last that long, so when someone is AFK you either just complete it without them and they get the reward or you wait until you can kick them wasting more of your time.

The second issue is when entering a dungeon you can't vote kick for 5 min which allows people to mess up your day/. Just did a WP run from roulette and a PLD refused to use Shield Oath, then went to pull several mobs. He then killed us 3 times in a row shouting "LOL" in chat. Either it needs to allow for immediate vote kick or it should allow a grace period of the 5 minutes to exit the dungeon without a penalty. As it is it's not fair to honest players that want to enjoy the game and the system is being taken advantage of by griefers or lazy people.
