I tried looking through the database at some of the weapons and tools, but didn't really see anything that matched it. Is it some sorta mace or Thamaturge cludgle?

Looks like a craftery thing to me but if that is an npc it could be a unique model we don't have access to yet.
Might be a repurposed 1.0 Arcanist 1H wand, it has that mechanical look their staves had but could be something else
