Not sure if this has bee mentioned yet but, the Laraina NPC which is used for dialog during the "To Tussle with Gods" quest is not providing dialogue at the conclusion of the quest to gain the rowena tokens.
Thus players are not able to obtain the level 90 primal weapons.

We may or may not receive a response but you can check back at a later time to see if the quest npc has been fixed.
