Player housing land purchase error "You are not authorized to purchase land"

I'm attempting to purchase a small block of land for myself. I'm not in an FC and I finally have the money to do it. However, when I clock in the Placard and clock "Purchase Land" I get a red error message telling me:

"Unable to execute command. You are not authorized to purchase land."

What's the deal? Is there something I missed? Some forced precursor quest besides the introductory questchain I need to do?

EDIT: Nevermind, found the 'only free company housing' is allowed now.

These are FC homes, not players.
