Nowhere... in the black shroud at least. You're looking for the Observatorium and Whitebrim in Coerthas.

It's not any levequest in the black shroud that gives adder seals, it's specific Grand Company leves. I know Camp Tranquil has some, and I believe Quarrymill has some as well? They're given by a separate person than the normal leves.
