Archer lvl 15 Class Quest Blocked "Violators Will Be Shot"

Time: Always
Frequency: Always
World name: Balmung
Character name: Calafate Kyu
NPC name: Silvairre
Monster name: n/a
Class/Level: Archer / 15
Party or solo: Either (makes no difference)
In-game time: All times
Area and coordinates: Old Gridania
Steps:
1. Get to level 15 as archer
2. Accept class quest: Violators will be shot
3. Attempt to communicate with NPC: Silvairre

Notes:
