Not bugged each item has its own stat caps before u meld it tells u whether it will work man all I can say is just try and get a bit more used to the meld system, or ask a Master Crafter,or Google.

Materia effects active during PvP only.
Np OP just try and be more clear when u post.
As already said above - Wolf / PvP gear uses the materia stats only during PvP so while euipped outside of the den the stats will not change.
