Getting Error 401 on transaction

Hello, I'm currently living in S.Korea and was playing at NA Server.
My service just ended yesterday, so i tried to renew it.
Now, I am getting error 401 when try to make transaction.
I tried to buy Crysta and used all the way i can possibly think of,
it didn't work.
I know this issue was going on since day 1,
but it seems its not resolved at all.
Also there is one more issue.
As I already said before, I am playing in Korea.
But it seems like I cannot access Mogstation from here.
When i tried to get into the site, it says the site is in maintenance.
Apparently, it was not.
If I use VPN, i can access to it with no problem.
This occur same when i tried to connect Square-Enix account website.
Please resolve this issue, because this is international game and it is nonsense when specified location's IP is getting blocked.

Edit: Please don't say check bank info, etc... everything is fine. and Please don't say use another method, cause I tried them all XP
JUST FIX THIS. THAT WILL RESOLVE EVERYTHING.
