Duty List moves upon log in

With the implementation of Crystal Tower and the horrible placement of the Alliance windows, I had to customize my HUD and move them to an empty spot on my screen. Now that I have, every time I log in the first thing I see is that the Duty List has moved up or down and I have to put it back where it was despite it "saving" every time.

Please fix this. >.>

EDIT: I think I've actually figured this out. See, the Duty List's window space is only as big as the current duties take up rather than being given a set amount of room. If you look at the HUD Layout while not in a party, you'll see the party list gives enough room for an entire party of 8 + a pet while the Duty List only shows a window big enough for the active duties, moving through a FATE will also move the duty list slightly because the FATE description will be bigger than 1-2 duties, but smaller that 3-4 in most cases.
