issues with taking the black quest

name of NPC: Yayake
world: excalibur
area of NPC: Thaumaturge guild
quest name: taking the black
steps: I went to highbridge and used the blood on the planar fissure, I came back saw the cut-scene. was to report to Lalai at Milvanthe Sacarium and she says I must be lvl 35 to take the quest and i'm clearly lvl 35 with a lvl 15 archer. I need the quest to become a BLM. I've back-tracked my steps and to no avail.

Do you have the soulstone equipped?
