Clarifying world transfer limits and options?

Is the $18 world transfer fee per character or all the characters you want to transfer from one server to the same server?

Each character is limited to bringing $1 million gil in the transfer. But if I had four characters and gave them each $1 million gil, is it possible to transfer all $4 million? I could then just give all the money back to one character?

You get to choose which of the characters you want to transfer over with you.

As for your second question I have no idea about the limit. I didn't think there were server static limits on GIL transfers.
