Character Configuration > Hotbar Settings > Display > Horizontal Type > Pet Hotbar
The horizontal pet hotbar display checkbox does not function with gamepad mode. Please change this to allow for the ability to see what actions are available for use by the active pet and the mode it's in without having to swap to the cross hotbar's pet hotbar or make a mess of the UI with the actions of every single pet there is and ever will be.
