The saved gear sets used to update their weapon level in the name upon save. After the patch 2.1 landed, the naming scheme changed, and now the item levels in the saved set names do not get updated on save, but only on the English client; or at least it is working correctly on the Japanese client.
It's possible it's been changed to be a simple replacement of "Lv<<number>>" with "Lv<<new number>>", since that's the default item level string on the Japanese client, but I haven't tested it.
I can confirm this bug on the English client. I also noticed this today when leveling Botany. The gear set level no longer updates based on the main hand item level. I have a lvl 24 main hand but the gear set still says lvl 19.
Confirmed. You now have to do it manually. It is not updating automatically like it used to.
EDIT: I figured out what they did. They replaced the weapon's ilevel with the job's average ilevel. Open the job in armory, delete the gear set, then add it back in. You'll see it updated now whenever you change your average level.
Looks like they changed how it works without telling us.
