First I want to ask anyone who had this delay where characters are slide showing across your screen. I've been hearing it's because of TWC (Time Warner Cable's) latencey issues.
Second question is to SQEnix in terms of will the players get their time reimbursed while this maintenance is preformed.

It's not TWC, it's the hops along the route to the server located in Montreal Canada.
If you have TWC they are asking that you send your trace routes to scustomer@roadruner.com "Subject" ATTN:Dave TWC needs to address the issue with Level 3 Communications.
I can't speak for the compensation.
It seems that there have not been any further posts about this concern being an ongoing issue. Because of this, we are considering it to be resolved. If this does continue to be a concern, please create another thread to further discuss resolutions or contact the Support Center at support.na.square-enix.com for assistance.
