What's a cotton action?

This quest says to meld materia to a cotton action. What the heck is that?

Hmm...not sure what Cotton "Action" is, but a Cotton Acton is a craftable piece of gear made by WVR. Hope that helps.

And it is a real world term. Acton is one of the many (many) words for a padded armor jacket.
