Rduty roulette reset, how long?

Tried searching the forum but with a thousand pages of crap to sift through I thought I would start up yet another page to add to the crap pile to ask.....

I believe it resets at 8 am PST everyday

When in doubt, use Japanese midnight. 10 am EST usually aside form the silly daylights savings time of the year, then I believe it's 11 am.
