Unable to complete main quest "Drowning out the Voices"

The quest for me is stuck at 4/5. When I try to use the electromagnetic meter on the last prime location, its immediately interrupted.

1.Use Electromagnetic Meter on Prime Location
2. Meter immediately interrupted

Same for me, one is actually invisible and the other gets interrupted.

3/5 worked only.
