Snowman Costume

Sorry if this have been ask already, but anyone know how to obtain the Costume for the Snowman Festival Events? I know where to buy it, but I don't know where to get the mark for it? All the NPC said is that the Imp spawn near town but not give exact location?

There are a few locations for the FATE spawn site. I got one in Lower La Noscea at 19,35.

Camp Hrystmill, Northern Shroud.

Fate is called "Stay Frosty".
