Is this a vote kick bug?

I was wondering if anyone else has had this issue, and whether they found a work around, or if it is actually a bug.

When doing any duty (for example, Stone Vigil), if someone gets d/ced and then is vote kicked out, the duty finder will NOT try and find a replacement. However, if someone voluntarily leaves, it will find a replacement.

Has anyone else had this issue? I've been trying to run dungeons, even the low level roulette, but whenever anyone d/cs and is kicked, we have to abandon the duty cause we can't get anyone else in. And as far as I can tell, there is nothing in the duty finder window that would let me find another person.

DF lets the leader look for more.

Had this issue. Was running CT and one whm went afk without saying anything after first boss. We kicked after waiting for 5 mins. There was no way to replenish and we had to do the rest of the run with one healer
