Cross Hotbar Issues

Okay, this might be a stupid question, but I tried to edit my XHBs to include the new L2+R2 functionality just now and I'm having some issues. I set them to be enabled, and set the abilities to appear on a XHB set that I don't want to keep in my permanent rotation. I like to only have 3 sets to scroll through, and I was wondering if there's a way to use the new L2+R2 and keep the set that you assign commands to hidden until you press the commands for it? I don't want to have to hurriedly shuffle back through more XHBs to get to set 1...
