SMN Cross-Class Skills
I've been playing Summoner as my DPS alt for a few weeks now (WHM is my main), and haven't really spent any time leveling ARC to get the last two cross-class skills. Looking at what the skills do online, is there even any reason for me to spend time getting Hawk's Eye and Quelling Strikes? Both seem pretty situational, and apply to situations I'm not going to see myself in.
Hawk's Eye - Increases physical accuracy by 20% for 20s. --- If I hit the ACC cap (for myself and pet), this skill is useless, correct?
Quelling Strikes - Reduces enmity generated by each attack for 15s. --- I very rarely draw any sort of aggro, and only ever from DoTs, and this seems to be remedied by the tank (or another DPS/Heals) fairly quickly.
My question is: Should I spend the time getting these skills? They don't seem nearly as necessary as Swiftcast for Healers, and I can't see myself in a situation where I wished I had either. Comments?

Hawk's Eye, useless, correct.
Quelling, good for duty finder, or any situation you would potentially overgear the tank.
I'd recommend getting them, especially because you can need Quelling even in content where you think you shouldn't, through the use of combining multiple cooldowns / aetherflow charges to burst out DPS quickly. Plus, it is generally a good thing to use in combination with Raging Strikes, for the same reason.

I personally didn't bother getting quelling since I was too lazy to level archer and it didn't seem worth it to me. That said, there have been times where I've regretted not having it. I say if you have the time and patience then yes, you should get it.

I'm no SMN, but no caster should skip Quelling Strike. There are situations in game where by design the tank can't generate more threat than the DD, 3 of theses situations are in Coil. There is also the matter of gear, no matter how skilled the tank may be, if you out gear him/her by a mile, he/she won't hold aggro.
